"Rooting Program" is a major initiative launched by the Guangdong-Hong Kong-Macao Youth Entrepreneurship Incubator, targeting young entrepreneurs from Hong Kong, Macao, Taiwan and high-quality mainland projects to help entrepreneurial projects take root and thrive in the Guangdong-Hong Kong-Macao Greater Bay Area. To better facilitate the landing and development of entrepreneurial projects initiated by Hong Kong and Macao youth in the Greater Bay Area, and in combination with various support policies issued by Guangzhou Municipality and Panyu District, the "Rooting Program" has provided more convenient and favorable support in three aspects—enterprise registration services, corporate secretarial services and policy subsidies—on the basis of its original suite of free services (see the Highlights section for details).

With the goal of supporting Hong Kong and Macao youth to deeply integrate into the national development strategy, and taking the construction of Hong Kong-Macao youth innovation and entrepreneurship bases as the starting point, Guangzhou took the lead among mainland cities in the Greater Bay Area to formulate and issue a comprehensive policy document supporting Hong Kong and Macao youth in developing their careers in the city—Action Plan for Supporting Hong Kong and Macao Youth to Develop in Guangzhou by Leveraging the Advantages of Guangzhou as a National Central City (referred to as the "Five Happiness Program" for short).
Centering on the principle of "responding to the needs of the Greater Bay Area, addressing the demands of Hong Kong and Macao, and leveraging Guangzhou’s strengths", the "Five Happiness Program" focuses on three core objectives: "convenient living, rewarding careers and a strong sense of belonging". It provides policy support covering five key areas: Happy Travel, Happy Learning, Happy Employment, Happy Innovation, and Happy Living (see the Components section for details).

(I) Happy Travel
Develop 16 historical and cultural tourism trails and premium tourism products in the Greater Bay Area, 7 of which have been included in the Guangdong Greater Bay Area Cultural Heritage Tourism Trails list. Organize a series of activities through both online and offline channels, such as the Guangzhou-Hong Kong-Macao Youth Cultural Exchange Season, the Guangdong-Hong Kong-Macao Greater Bay Area Youth Cooperation and Development Forum, and the Guangdong-Hong Kong-Macao Sister Schools Classic Chinese Prose Recitation Competition.
(II) Happy Learning
Take the lead in launching a pilot program for mutual recognition of academic qualifications between higher diploma (associate degree) programs in Hong Kong, Macao and universities in Guangzhou. Jinan University and Guangzhou University of Chinese Medicine have opened applications for Hong Kong associate degree and higher diploma graduates to pursue undergraduate degrees.
(III) Happy Employment
Continuously implement the "Hundred Enterprises, Thousand Talents" Short-term Internship Program and the "Premium Career Talents" Long-term Internship Program for Hong Kong and Macao youth. Every year, 3,000 job vacancies are selected for the "Guangzhou Invitation" Hong Kong-Macao Youth Job Fair held at Jinan University.
(IV) Happy Innovation
Establish 10 municipal-level demonstration bases, with each receiving an annual financial subsidy of 1 million yuan, totaling 23 million yuan in disbursed funds. Host entrepreneurship competitions such as the "Youth Innovation Cup" and "Win in Guangzhou" for consecutive years, attracting over 400 entries from Hong Kong and Macao regions.
(V) Happy Living
Support eligible Hong Kong and Macao youth in purchasing commercial housing in Guangzhou, and secure 1,000 talent apartments dedicated to Hong Kong and Macao youth. Facilitate Hong Kong and Macao residents to enjoy the benefits of Guangzhou’s social medical insurance scheme.
On the basis of its original services, the "Rooting Program" further provides more convenient and favorable support in three additional aspects: enterprise registration services, corporate secretarial services and policy subsidies.
